Program Management
Management Program Overview:
Premier Corporate Security currently manages TSA and U.S. Customs compliance programs for a number of VIP and VVIP flight operations, based both here in the U.S. and abroad.
This program essentially has four parts:
Training:
PCS provides all crew training for clients under a management contract, primarily through our Online Training Center. Where there is a need for in-person events, PCS representatives make all necessary arrangements, and provide the required training or seminars at a location of mutual agreement with the clients.
Passenger and Accessible Property Screening:
This offering is for those clients who cannot maintain currency or chose not to have their crewmembers performing the screening of their passengers. PCS provides highly qualified representatives to handle all aspects of ground security on behalf of their managed clients.
Flight Notifications and Watchlist Comparisons:
Premier Corporate Security management clients enjoy the convenience of simply sending PCS a passenger and crew manifest for each flight to, from and within the U.S. Once that is complete, PCS representatives make all of the necessary notifications and coordination in the following areas:
TSA- including all follow up requests from PSIs, local FSDs and TSA inspectors
U.S. Customs and Border Protection- this has become increasingly valuable to our clients as CBP transitions to the new eAPIS system. PCS provides total redundancy with eAPIS filings and personal contact with CBP supervisors at arrival airports
TSA Watchlist Comparisons- PCS uses an automated system of comparing and recording watchlist comparisons
FBO Coordination- This is an important aspect of successfully smoothing the way for VIP and VVIP operations. PCS coordinates directly with FBOs to ensure that U.S. Customs handling and passenger screening (where applicable) are handled in a manner appropriate to the passengers involved.
Record Keeping and Documentation:
Premier Corporate Security representatives have experienced several audits of our internal records, documentation and procedures by TSA inspectors. Our overwhelming success during these inspections is largely due to a sophisticated system of tracking and recording all TSA required data, as well as notifying our clients of their status in the essential areas for operation under TSA security programs. Some examples of data that is recorded and maintained on behalf of our clients:
- Crewmember Training and currency
- Screener training and currency
- Contingency Planning
- Current program revisions and Security Directives (SDs) as posted on the TSA webboards
In addition to these areas, PCS also interacts directly with the TSA inspectors at each airport of departure. During this interaction, we provide the inspectors with all of the requested documentation on behalf of the operator being inspected.
Through this regular interaction, we have developed a rapport with inspectors at some of the key airports in the U.S. This rapport has allowed the TSA inspectors and FSDs to become more comfortable with PCS clients, as they have come to expect that an aircraft handled by PCS will have everything in order.
